The Board Members of the Plymouth County Retirement Association (hereinafter “Board”) are seeking proposals from emerging market equity managers. This search is being conducted in an effort to comply with PERAC's seven-year investment vendor regulation.
The Board intends to invest approximately $120 million in two to three managers.
Only proposals for managers of emerging market equity strategies meeting stated criteria will be considered. The Manager selected shall be expected to outperform the MSCI Emerging Markets Index. The firm must have a minimum of $5.0 billion under management in total, $1 billion invested in the strategy, and a seven-year performance history in the Emerging Market Equity strategy. The objective of this Request for Proposal shall be to identify that manager whose expertise will best meet the Board's goals and needs.
The funds shall be managed in compliance with Massachusetts General Laws, Chapter 32 and Chapter 176, the regulations of the Massachusetts Division of Public Employee Retirement Administration Commission, 840 CMR, and the Placement Agent Policy available at https://www.mass.gov/lists/perac-compliance-investments-forms.
The selected manager(s) must have familiarity with, and agree to comply with Massachusetts General Laws, Chapter 32 and Chapter 176, the regulations of the Massachusetts Division of Public Employee Retirement Administration Commission, 840 CMR, and the PERAC Placement Agent Policy. Please see http://www.mass.gov/perac/ for details. All materials submitted in connection with this search may be subject to disclosure consistent with Massachusetts Public Record laws.
All bidders are hereby advised that any proposal selected shall be subject to (1) approval of the Board, (2) a written contract and (3) approval of the engagement by the Massachusetts Public Employee Retirement Administration Commission (PERAC).

The Board intends to commit approximately $80 million to two funds. Only proposals for experienced managers of open-end core real estate equity funds will be considered. Sector-focused and closed-ended will not qualify. Real estate debt funds will also not be considered for this search. The Board is seeking a diversified offering with a US-focus. The objective of this Request for Proposal shall be to identify that manager whose expertise will best meet the Board's goals and needs.

These terms are not negotiable – they are statutory requirements. Please also be advised that in agreeing to be a fiduciary with respect to the funds you invest on the Board’s behalf, you must agree to the prudent person standard set forth in M.G.L. c. 32, §,23(3), not the Delaware Act standard.
